I missed a few words in there that my be critical to understanding:
then it's easiest to have a script iterate through every second of the day identifying active calls and calculating the required bandwidth at that time.

There's no limit to the active number of calls on an IP trunk unless you've imposed one via locations, etc.  You can check on gw activity via CAR or other CDR analysis.
