[cisco-voip] MWI activation in CDR

I looked several months back into the CDR's, and we were at one time
getting MWI records and then they stopped. On the same day that we
upgraded from Unity 7 to Unity 8. So we're spelunking thru some
release notes to see what changed that might affect it. It is still a
SCCP integration, but I don't know anything about a multi-mwi feature
so looking into that first.

Thanks for the sanity check, if I figure something out i'll post it up
for posterity.
