[cisco-voip] MWI activation in CDR

it's always good to check the basics - did unity get re-registered to a 
separate CM node that has CDR disabled or has log calls with zero 
duration set to false?  when last I checked the zero duration service 
parameter was still per-server rather than cluster wide.
