[cisco-voip] Stop Voice Mail from Answering

We have recently run into some Unity Connection issues where Connections was unable to receive messages. If you tried to leave a message the system would come back and say that the system was unavailable. The worst part is callers would simply hang up after recording their message and assume the recipient was going to get the message. We ended up in this condition for a couple of hours while TAC was troubleshooting.
 
The question is when something like this happens is there a quick way to stop calls from ringing into voice mail and go Ring No answer instead. The perception is that no VM is bad, but losing messages is a whole different level of severity. This is a Connection 7.1.3 system and CUCM 7.1.5 integration
