[cisco-voip] Strip country code

I have a small problem with CME on a 2811 router.
Our CRM system has telephone numbers which contains a country prefix.
To be able to dial such a number a 0 should be placed before the country prefix.
With country code 31 the numbers look like this:
+31 123456789

The result should be:
031 123456789

Can and should I do this with a translation rule?
