[cisco-voip] Strip country code

Create a dial-peer to match (destination-prefix 31.........) and prefix a 0.
For example (assuming a 9 digit number)
dial-peer voice 3100 [voip/pots]
destination-pattern 31.........
prefix 031
You should be able to fill in the rest.
