[cisco-voip] Upgrading to 8.5(1) CUCM

It's probably a safe bet that 8.5(1) will go to any version of CUCM not 
yet released.  The upgrade path issues usually come into play when a 
higher number CUCM is released before a lower number.  For example, 6.0 
was release before 5.1(3), 7.0 was released before 6.1(4)/6.1(5), 8.0 
was released before 7.1(5). New tables and dependencies are added to the 
database schema which would cause major problems if upgrades were not 
blocked to the higher numbered (but older) version.
