[cisco-voip] can't get Unity Connection 7.1.3ES11 to register to CUCM v7.1.5b(SU2)

To dispel a few rumors:
1. The order of CUCM nodes listed on UC (or Unity) does not need to match
the callmanger group of the device pool the ports are in. UC/Unity will
happily register to whatever server it has listed first as long as it is a
valid/active server. You might want to match the order for the sake of
consistency, but there is no technical need to.
2. IP addresses of CUCM nodes can be updated without deleting anything. Port
Group -> Edit -> Servers.
3. The application server entry is not required for the ports to register /
take calls, that is primarily used for AXL integrations.
For the actual problem of port registrations, here is what I usually
recommend checking out:
a. Device names - CUCM automatically adds the "-VI<port>" suffix to the port
names, but UC does not, this often leads to mis-configs. Ensure the device
name prefix defined on the port group page exactly matches CUCM and ends in
"-VI".
b. Servers can ping each other and don't have traffic being ACL'd /
traversing a firewall
c. Port security - the security mode for each port in UC should (unless
otherwise desired) be set to "non-secure", the device security mode for each
port in CUCM should be "non secure voice mail port".
d. The CUCM nodes listed under the port group on UC - ensure each is listed
by IP address, the skinny port has not been modified from port 2000, the TLS
port is 2443, and the server type is listed as CUCM (not CUCME). Also verify
that each of these CUCM nodes has the callmanager service activated and
running (are other phones registered to it, can you telnet to port 2000,
etc).
e. For new installs where we have the luxury, reboot everything :-)
If all of that checks out, you've pretty well checked everything you can
config wise (at least as far as is necessary for port registration) and
would be well justified in opening a TAC case. If you want to pursue it
yourself, the next step would likely be gathering traces from UC (MiuSkinny)
and/or CUCM (detailed ccm). You could also try your luck with a packet
capture filtered on the IP addresses of the servers involved.
