One more thing: if you put all the MTPs in the SAME MRG, you will not be able to control which MTP is in use. You must use a different MRG for the router MRG, and need to put that MRG first in the list in your MRGL.

I suspect it's a still an MRGL/MRG issue, but make sure you place all the MTPs in an MRG. Any devices not in an MRG will still be available in a "default" list for use. Placing them in an MRG (you don't have to place this MRG in an MRGL) will remove them from the default list.

CallManager 8.0(3)

I enabled the  IOS Software MTP on 3945 Gateway and Registered it to CallManager, setup custom MRG/MRGL for that gateway to use that MRGL.

Investigating, as it appears the CallManager server's software MTP is still providing the MTP versus the router CPU.                                                                                                                                                                                                                                                         .
