Just apply the new rule to an existing translation-profile.

Create another translation rule to match your internal number then with your full e164 number.  You would then create a translation profile using calling.

Ex
Voice translation-rule 2

Rule 1 /4.../ /9722404\(.*\)/
Voice translation-profile CLID

Translate calling 2
