[cisco-voip] tcp script * for operator

Hi 
my customer uses tcl script on the router. but he complains about one thing 
on the ivr welcoem message it is announced that press '0' for the operator.but 
when calling person press '0' it does not go to the operator.
 
but if you press '*' then the call goes to the operator.
 
on the script I couldnt find any parameter for call direct to the operator.
 
is that a parameter in the callmanager?  it is h323 router with ccm 6.1
