I have seen very few issues with ATAs running fax machines that were not somehow related to misconfiguration of the voice gateway or misconfiguration of the region setting for the device. I generally use them only with fax pass-through since fax relay is only supported at 7200 bps.

You'll have better results with another newer product. Usually I see slower fax rates e.g. 9600 baud on the ATA. However I do have customers with everything from postage meters to Visa card readers on them working albeit slower rates. Look into modem passthrough.

I 2nd this. ATAs are not meant for Faxing. You should use FXS VIC cards in voice gateways, VG202/204, or VG224.
I would start with you Cisco Account team. Finally you can try escalating the case within TAC. When you are talking with your TAC engineer say "I wish to escalate this case".
I have worked on several Cisco ATAs connected to FAX devices. If you get it working, you will still be looking at 50%-70% successful fax rates.
I suggest working with the systems integrator to replace the ATA devices connected to FAX devices with the FXS devices listed above.

First you need to know that the sts were never meant to support high speed fax. Whom ever sold them to you should be dropped. Go with202/204 you will never need help once they are set up.
