In you example, the answer is: no, they would go to the back of the FIFO
line in priority X.

It goes: Priority First, then FIFO within each priority, for the
selection algorithm.

Kind of like reading (for some people); top to bottom, left to right = high
to low (priority), first to last (fifo).
