[cisco-voip] CUCM pattern matching logic

The possible matches are relative to the digits dialed.
if digits dialed is 2000, then 2! is 1,000 possibles, or 2XXX
if digits dialed is 200, then 2! is 100 possibles, or 2XX
if digits dialed is 20, then 2! is 10 possibles, or 2X
