I just took a look at the options available.... I think I would do the same thing basically. 

I don't think you need a routing rule, just put the extension into the call handler and it should be routed calls appropriately without a routing rule. We forward to call handlers all the time. 

Other than that, you can consider creating a distribution list as the recipient so the owner gets them as well. 

Other than that, I think you're on the right track. Or at least the track I would take. ;)

I have a user who would like all her voicemail messages to be delivered to her secretary. Following is my proposed solution. 



Create a system call handler with this user’s greeting and allow it to accept messages and set the message recipient to the secretary. At this point I change the directory number associated with the user’s mailbox to a dummy number to preserve the 215 messages currently stored there. Finally I create a call routing rule which directs calls forwarded from the user’s actual extension into voicemail to this call handler. 



Is this feasible? Is there possibly an easier way to accomplish this?
