[cisco-voip] 7962 template with CUCM 4.2(3)Sr4b

Phone firmware has nothing to do with how many buttons will appear in CCMAdmin.  That's a server side fix that would have to correlate with the phone load.   I see 54 buttons on a 7962 line template on my lab 8.x CUCM.
