[cisco-voip] Uccx 8.5.1 line restricted for one agent

Only 2 DNs on the phone

Member of CTI Enabled, not shared lines, join across lines is off, no
extension mobility.
Route plan report shows DN on one device only.

Going to try giving user a different phone.
