[cisco-voip] nanp routing sanity check

I'm not sure how much value there is, but since our telephone service provider confirmed that 10-10 dialing is available on our service, each of my off-net route patterns includes "TRANSIT-NETWORK-ESCAPE DOES-NOT-EXIST".
This will prevent anyone inadvertently using a 10-10 long distance service provider which would appear on our bill and be difficult to track/bill back.
