I had the same issue a few weeks ago. In order to fix it, I had to disable G Clear on the device. I don't recall how to do it though. I think it was on the device page. There was a NetPro thread about it.

Has anyone had any experience with these 9971 phones with the camera, yesterday I had to set two of these up for a demo that will be taking place soon, this was on CUCM Business Edition 8.5.1.10000-26. The CUCM-BE is in one site and the Demo phones being setup are in separate location across the WAN. There is only phones in main site and the H323 gateway with ISDN30 is local to that site too.

The phones and cameras worked fine when placing internal calls between phones and video calling was great, however when I tried to place an external call routing through the gateway the call drops, it hits the gateway and then gives various messages below.

If I call my mobile phone I get the following error

        Cause i = 0x80FF - Interworking error; unspecified

If I call my home number I get the following

        Cause i = 0x84BF - Service/option not available, unspecified

If I call a different mobile phone  I get

        Cause i = 0x8095 - Call rejected

All of these numbers work fine from a SCCP 7975. I have updated the firmware on the 9971 to the latest 9.2.1 and the issue is still the same. There is only one Region and the codec is G.711.

If I Disable the Camera and Video mode on the Phones then they are able to dial out of the gateway fine.  Anyone got any suggestions before I raise a TAC case.
