[cisco-voip] ARC and MoH

Does that require arc premium or is that also possible within the Cisco branded (CUEAC)?

Yes this possible,

You will need to create multiple Resource Groups, each group will have it's own pool of CTI Ports and CTI Route Points (Service Queues, Call Parks, HPBX Gateways, Pre CT Gateway). You can then configure the CTI Ports to have different MoH source for each group of devices and when you create the queue you can select which resource group to use.

One thing to bare in mind when doing this though is you are limited to 255 CTI Ports per Arc Server.
