first thing i would try is the port status monitor tool available from ciscounitytools.com. 

compare the two scenarios, usually that will tell you why it's not attempting subscriber login.

We are troubleshooting an issue with users in Unity when accessing their voicemail by selecting the messages button, they are still prompted to enter the mailbox #. 

Any ideas on why this may not be working for some users and working for others? 

This environment is Unity 5.x, integrated with AD domain and Exchange.
