[cisco-voip] CUCM 7.1 License upload

when CM went Linux or there about.  the publisher became (renamed) the
first node.  the subscribers got renamed subsequent nodes.  So yes upload
to the Pub.

As far as restarting services. for DLU's I don't believe I have every had
to restart CM.
