[cisco-voip] CUCM 8.6(2a) & 9971 9.2(1): Messages Button Returns "Messages not available"

I setup my 9971 with an invalid messages URL and didn't get this, it
still went to VM as normal even with a bad messages URL, this is on
8.5.1.
