[cisco-voip] FXO automatic busyout - solved

I figured out the problem. The command "cable-detect" is present and
activated on the ipvoice loads but needs to be turned on in the
spservices loads. I've found that the spservices loads have "no
cable-detect" defaulted for each FXO port. I've tested and confirmed
that turning this command on is now busying out dead ports. Learned
something new and will be kept quite busy for a bit.
