[cisco-voip] CUWL and UCS activation

Once you register your UCSS you will have access to PUT. Did you purchase
an upgrade or are you using a CUWL migration to upgrade (AKA reactivating
UCSS)? My guess is you purchased a CUWL migration to upgrade, this is much
more common. In which case you won't get an upgrade PAK because you have
only migrated your existing licensing to CUWL, you have to order the Unity
to Unity Connection Migration via PUT and then you move your existing Unity
Licenses to Unity Connection. You received PAKs for CM to cover the delta
in the DLUs that you are entitled to because you are now on CUWL and
enabling the additional features that come with CUWL, costs DLUS, you still
must order the upgrades via PUT to get your application license and
potentially media. The first time I ran through this it hurt my head but
after a few times I've gotten used to the pain.
