[cisco-voip] Issues witch calls from CIC

Are there three options anywhere in the call flow, like in a RG, MRGL or something?  Every third time sounds like something is getting round-robin'd with 2 misconfigured options.

I have an integration between CIC and CUCM. All works fine, but when calls are made from CIC to a Cisco IP Phone, the IP phone rings. When answered, there is nothing. You end the call and the IP Phone rings again. Again there is no RTP. Only on the 3rd time this happens is the call successful. I have 3 sites configured like this and it is working correctly only on one and according to me the configuration is identical on all 3.
 
Any ideas/suggestions?
 
Call flow is as follows:
CIC(SIP)àGateway(SIP)àCUCM(SIP)
 
Calls works fine to PSTN
CIC(SIP)àGateway(SIP)àPSTN(BRI)
