Hey Scott,
I haven't had this exact setup? But up until this year, I had a RightFax server setup where the RightFax server was configured as h.323 and I configured the connection in CUCM as an Inter-Cluster Trunk (non gatekeeper controlled) to the RightFax server. We no longer need this capability though. The Telco gateway connections were MGCP PRI but this was with an older version of RightFax.
PSTN <MGCP> CUCM <ICT to H.323> RightFax
Below are some settings I got from someone else, and they worked. Of course, as I said, this was with the RightFax side setup in h.323 mode. I didn't really have to do any special configuration on the PRI itself.
For RightFax:
On the Brooktrout Configuration tool in Advanced Mode
Configure the H.323 protocol on the IP parameters Tab.
Click Show Advanced
Make sure the H323_local_ip_address field is set to the Ethernet address of the server's NIC
Set h323_FastStart to 0
Set h323_H245Stage to 3
Set h323_h245Tunneling to 0
On the T.32 Parameter Tab
Maximum Bit Rate 14400
Media Renegotiate Delay Inbound 4000
Media Renegotiate Delay Outbound -1
T30 Fast Notify No
UDPTL Redundancy Depth Control 5
UDPTL Redundancy Depth Image 2
On the Call Control Parameters click Module 0x41
IP Call Control Module H.323

Lowest IP Port Number 56000
Highest IP Port Number 57000
For the Gateway:

On the PSTN MGCP gateway configuration in CUCM, insure the Fax Mode setting is set to Fax Relay

We continue to have transmission issues with our New Vitural RightFax server. Dialogic and Opentext keep pointing to the T1 which the Telco says after 26 minutes of testing that it's clean.
We are noticing that most of the transmission errors are coming from the east side of the State. (we are on the West side). wondering if it's line issues in the rural areas? but How the hey do you fix that? any other thoughts? We have done some LIMITED testing of bring the Faxing in on a PRI rather than a CAS T1 with a little better success...... but I'm not willing to bet the house on it. CM 7.1 and VGW 3845 running 15.1(3)T2
