[cisco-voip] 8831 registration problems with 9.1.1a

Yea, let me do that.

It seems if I shutdown the switchport for 2-3 minutes then bring it back up
it stays up, if a quick shut/no shut is done then it doesn't come up or may
register for a minute then go back unregistered.
