If your route list is exhausted then a call is failing for unexpected reasons. That's not really "SPAM" in the traditional sense of the word.
The alarm does not provide sufficient information to root cause the event; that would require ccm SDI/SDL trace collection and review. If you are uncomfortable doing that then engage your day two operations partner. If those resources are inadequate for any reason then have your support contracts in order and open a support case with Cisco TAC.
