[cisco-voip] vg224 sanity check

Sigh.. They changed their tune, internals work ok. Just offnet are broke. 

I specifically asked them to disable ECM if it got turned on, and suggested they try some normal voice calls using the fax machine to verify that some sort of audio is getting set up
