[cisco-voip] 7961 no automatic dial tone

Sounds like the phone isn't registering the lift off hook, and therefore is
an issue in the hook switch on the phone.
I believe its the 79X1 phones which have an inherint problem with the hook
switch failing more frequently than other models.
