[cisco-voip] HOWTo: When no agents in Ready state send call to extension instead of queuing

I want to check for agents in a specific Queue that only has about three agents who are always busy and re-direct the call to Voicemail.
So how do I specify the queue name?
agentsLoggedIn = Get Reporting statistic (Ready Resources[CSQ]from CSQ IPCC express)
If (agentsReady <=0) then
True
=Set has Agents = false
Call Redirect step?

False
=set has Agents =true
