[cisco-voip] CER filter phones?

While we're on the subject of 911, I've found an interesting 'issue' on my
CER 9.0.2

We are doing our phone tracking by LAN Switch/Port however phones are
showing up that are not on any of the configured switches.

Is this due to CUCM reporting these ohones to CER?  Is there some way to
filter these phones so they are not taking licenses ntil we configure CER
for each of these sites?
