[cisco-voip] Disappearing Agents in CAD

I've seen this with Symantec Endpoint protection suite after things
were working fine for quite some time.  Sometimes had to completely
uninstall Symantec from the user's PC and re-install it to clear the
issue. Just stopping the services did not clear the issue.  Symantec
also may have a password set to uninstall it.
