[cisco-voip] 7->9 jump upgrade cutover

Switchover went smoothly.

I stopped CM service before disconnecting the old nodes to try and clear
out tcp sessions out on the ip phones. Still took a few minutes for phones
to all register and settle down on the primary CM.

2 nearly identical MGCP gateways on site - same IOS, basically the same
MGCP config and network connectivity. One of them would not re-register so
I ended up reloading it, after which it registered fine.
