SIP Trunk?

In CCMAdmin check the Diversion checkboxes under Device > Trunk ,  all settings match the guide;

Hi All,
I recently installed Cisco Unity Connection version 9.1.2.10000-10 with HA. I build these servers in a sepearte environment for testing purpose before going live. I imported two test users from CUCM.
The problem I am having is when I press the messages button on the user's phone, it prompt me to sign in, which seems to be ok. The user's extension is forwarded to voicemail if no answer, busy etc. But when I call the user from another extension, instead of going to the user's voicemail box, it ask for me to sign again which is very strange.
If I do a direct forward from the user's extension to voicemail and call the number, the same behaviour happens, it ask for me to sign instead of hitting the user's voicemail box.
It seems my forwarding rules are not working, Could any of you help with this. I may be missing something on my configuration.
Any help with this will be appreciated.
