[cisco-voip] DX650 issues - firmware sipdx650.10-1-1-78

Much easier to extract the zip to a web server listening on port 6970 and set that server as a load server on the phone page.  
No reason to take up unnecessary space on the UCM server.

I went the safer route with the zip file and can get the loads file to
upload but not the actual tgz file. On 2 servers, tried 2 different
browsers. Plenty of disk space free -- will try to purge some old
firmwares in a bit and see if it matters.
