[cisco-voip] Install 8851 on CUCM 9.1(2)

The filename listed is phone firmware.  The device pack file name is cmterm-devicepack9.1.1.21033-4.cop.sgn.  Installing this will add support for new phone models (reboot required).

However I still don't see the 88xx devices on the Device Default page or when I try to add a new device.

What am I missing?
