The equivalent, at least in the AT&T world, is called Service
Assurance.

I’m pretty sure this doesn’t exist, but we had an issue yesterday and
this morning where a customer would have paid in gold if this was
possible. Their primary circuit was down in such a way that the normal
backup routing was also destroyed.
If it doesn’t who wants to do a kickstarter?
