[cisco-voip] 7942 strange answering issue

Not that I think this is your issue, but the headset light not being on is
not an indication that the headset is not active.  That changed in recent
firmware.

Example of a 7965 running SCCP45.9-3-1SR4-1S

On Hook Status:
