[cisco-voip] Phones not showing registered on subscriber server, 10.5.1

Wes,

The phones show correct status on publisher and main subscriber ,  just secondary subscriber shows incorrect status.

I have restarted the problem subscriber already with no change and am scheduling a window to reboot publisher and main subscriber. 

I have restarted ris data collector on all nodes as well.
