That's Tricky. Its a know fact to acquire demo licenses for going with upgrades and specially bridge and refresh upgrades.

But ELM/PLM converts DLU to feature based licenses when we request them.

Maybe the temp license you requested were not in accordance with previous PAK or License count? After all its just the date which is TEMP in license file.

Yea, that is the behavior that should occur.

On a recent 8.x to 10.5 migration ran into licensing issues with 8.x
upgrade due to a glitch with the upgrade and was stuck with the
upgrades are prohibited in demo mode. Worked with TAC to get temp
licenses to get the system upgraded to 10.x and use existing 10.x
licenses on the PLM server and the 8.x temp license happened to take
away all the DLUs so all the phones stopped working right away. We had
to work with TAC quickly to get another temp license with DLUs to get
the phones back operational. So always look at the license closely ...
that was the first time in my time doing this I've seen a license take
away all the DLU's but there was a weird glitch with the 8.x upgrade
that triggered this so probably some other factors but now you know
what happens if you lose DLUs prior to 9.x.
