[cisco-voip] CUCM 10.0.1 location out of resources fix?

Can you just restart the Location Bandwidth Manager service?  I think
that's what I've done in the past.  Also of note, if you stop the LBM, all
calls are permitted, not denied.  So, you technically could run with the
service stopped for a short while.
