[cisco-voip] Cisco 4331 Voice router

So it looks like it was ordered correctly however the PVDM chip is the same
chip that goes in the NIM. So cisco put it on the MB instead of how it was
ordered on the NIM. I believe I should be able to just move it from the MB
to the NIM.
