[cisco-voip] PLM 11.0 issues with CUC 11.5.1 SU3?

When you apply the proper licensing for CUC, the encryption changes to
Enabled on it's own.
admin:utils cuc encryption status
Encryption Mode: Enabled
That was disabled before the licenses were synced.
