[cisco-voip] Multiple COP Files Requiring Reboot

Generally when we install multiple cop files, we install them in a clubbed
fashion on the install page. One reboot is fine. This practice is common in
case of firmware installs and language pack installs. Its normal to have
just one reboot after all installs.
