[f-nsp] Why does SI XL arp for its own VIPs?

   I have a pair of SIXLs in a standby config.  While checking for excessive 
broadcast traffic, I noticed that the active and standby SIXL sends ARP who-has 
queries for its own VIP.  I can understand that the standby SIXL does this to 
test the active SIXL, but why is the active SIXL doing this?

   They are running 7.05.00T12, in case this is a known bug.
