[f-nsp] Port state blocking?

I've concluded there's just something wrong with the card. For some reason,
it just causes the ports to enter a blocking state. Other cards and configs
work. The same ports work without this card installed. Different cables
work. The chassis/cards/cables work connected to any number of different
switches and routers--just not with this management card.
I don't know why. Curse, maybe?
In any case, I'm giving up on this WSM6-1, at least temporarily.
