[f-nsp] Port State Blocking, FastIron SX 800

Didn't even know there was a 5100b. Unfortunately, I tried it and got the
same result. Port state BLOCKING. Weirder still, the management port still
immediately goes to FORWARDING, even if nothing's connected. Anyone
experience that?
I tried downgrading to 4.2.00b, too, both SXS and SXR. Neither worked.
Same blocking/forwarding issues. Thanks for the suggestion, though.
