[f-nsp] Trouble getting GigE link to Cisco

I have gig-default neg-off

They have a test unit.  They can link fine to my units with their test
unit.  They can link to their switch with their test unit.  I can link
between my switches no problem.  Our switch can not link to their switch.

I am going to get a tech on the phone here soon and get their configuration
sorted,  if they will let me look at the port config.
